xfce4 panel issue

I am having an issue with xfce's panel managing app. I have 3 panels on my desktop and want to get rid of one of them. the problem I have is that when I delete any one of them the entire panel app seems to crash and all 3 disappear. going into the settings manager and trying to open the panel app gets no response and there don't appear to be any hung processes on my computer according to top. logging out without saving my current setup restores all 3 panels without fault every time. its also worth noting that my system is fully up to date and I am using xinerama with a dual monitor setup.

The current fix is to manually delete the panle from ~/.config/xfce4/panel/panels.xml
