Weird Load Cycle Count issue?

Ok, so I'm keeping track of my load cycle count with smartctl, and have noticed an oddity (I think).
Sometimes I can sit for hours on my laptop and the count won't move at all; other times it moves along at anything up to 20(ish+) counts an hour. I'm doing the exact same things on the PC (and using AC power), so shouldn't it move with more consistency?

Is this strange?
