what should I use in the licence field for gpl3-licenced packages?

That is incorrect. For GPL3 license, use GPL3.
GPL is for GPL2 or newer versions.

Ah, Snowman seems to be right. I just looked into /usr/share/licences. GPL2 is linked to GPL. To make sure you can allways use GPL3 explicitly. Imho those links are not set right.
Edit: Oops, it seems that I just missed the discussion about this due to too many mails in my inbox. So I do not have to complain about this. :-)
The current status is:
GPL
GPL2 -> GPL
GPL3

The links are correct.
GPL2 means GPL2 only.
GPL means GPL2 or any newer versions. The license in /usr/share/licenses/common/GPL/ is for version 2.
GPL3 means GPL3 only or any future versions.
