What can cause a loss of entry capability of capital C in a command line but respond to same in openoffice?
All other keybd entries OK in both USB keybd and PS2 keybd in command line.

That sounds interesting. Maybe you have shift+C set as a hotkey combination for some other function. Does typing a normal c with capslock on make a difference? Also, can you copy text containing a capital C into the terminal? It would help if you told us what window manager and terminal emulator you were trying to use.
