Hi,
Is a 32bit chroot capable of running 32bit games? Specifically things like quake4/quake wars linux clients, is there any issues with audio/video specific to the chroot environment that could cause problems?

I think it should work, a chroot can install wine and such so I don't see why it wont

I've been using a Playstation emulator (PSX) in a 32-bit chroot and audio and video both work fine. I followed this wiki to set it up -
