Keyboard and Foreign Character Problems

I use Arch Testing with Gnome.

When I try to launch the keyboard configuration tool, it crashes without even starting. I looked at the crash report, but there is nothing of interest there. Anybody has this problem? I wanted to set the autorepeat to off but I couldn't because of this. Is there another way to do it? But I would still like to solve the problem with that applet...

And the second problem is that in some programs (in xchat-gnome for example) there are some dice-like boxes instead of the characters that were supposed to show up. Like this:

^I showed that to another Linux user and he said he had never seen anything like that. But I have always been having that, before Arch too.

EDIT: I have tried enabling all the locales in locale.gen but it didn't help
