Rab's Pypanel Patch

Applying this patch works ok. Actually, if the panel is on the bottom of the screen it works great!! The problems come when I try to place my panel at the top of the screen. The panel will display with the buffer settings specified in the config file, but I get an area at the bottom of the screen equal to the panel area at the top. Gah! IS it possible to fix this? I've tried doing a little hacking away at the patch and the code for the panel itself but I can't get the bottom patch to disappear.

Otherwise this is a very lovely patch, two thumbs up Rab.
