Pacman-i18n is stable right now, I wrote a PKGBUILD for it.

Pacman still has bugs, it's not time to add features and new bugs.
If someone can't speak English, it's either time to learn or go with another distro.

That's pretty harsh and selfish considering Arch is capable of being run in another language. Go grab Archie 0.5 when it comes out if you dont believe me.
And besides, an i18n'nig of pacman, if done correctly shouldnt cause problems.
These people have got off their asses and decided to contribute, encourage them.

Is pacman-i18n dead?
There are few patches in Pacman mailing list, and big patchset on Frugalware site. I hope that they will be in Pacman 3.0 or 3.1.
There was also installer-i18n project on archlinuxfr.org but I don't remember address.
Can we start i18n/l10n section on Arch Linux main site to bring more attention and more contributors?

I believe pacman 3.0 will have pretty complete support for i18n via gettext. A recent post from Judd in the pacman ML suggests so at any rate.

That is probably due to the fact that no native speaker has volunteered to work on that.
So if you want to have pacman in Chinese, you will basically have to write it yourself (or get other native speakers to do the job for you). See
