AFAIK, JFS, ReiserFS and ext3 are journalized file systems that are self defragging or something like that.  Aren't they?

As long as you don't use more than around 90% then their self defragging yes.

As for the problem. Everytime the computer crash the harddrives aren't shutting down correctly, and often there are files left that should have been deleted during shutdown.
So the filesystem will almost always not be clean after a crash.  There will be created a LotT+Found folder on the parition that contains all the files that vere corrupted but could be saved.

While it's useful to know the different utilities that every filesystem has (google search for "[filesystem] check" and you'll get a lot of links; read carefully though before applying any commands), I think you ought to check whether you have a hardware issue before assuming it's software related. If a RAM module is bad, the HDD isn't working properly, CPU or GPU heat issues, or something similar, yes then no software configuration can save you.

Defragmentation is rarely a problem though, and very few such options exist for Linux, as far as I know anyway.

run memtest86 from grub, if it works overnight then u can move on to other things, but if u can't even run memtest86 from grub without a crash then its hardware related.

Sounds to me like its random and that almost always indicates hardware issues.
