X11, Xfce4 and a problem switching keyboards

Ok, so I have Xfce4 and use three keyboards:
dvorak,us,de, in that order, but when in X
and I try to switch it, it switches to us,
but then gets caught there, and stays sticky
there --- any subsequent presses of caps lock
(which is the grp: key in xorg.conf) just makes
'us' alternate between real caps lock and normal.
Also, if I have a keyboard switcher on the
xfce4 panel, it shows (null), where normally
it would show a flag.

If I get rid of the little keyboard switcher,
then it reverts back to the default.
Also, if I add it, then it is also reverts,
and I can control it for that session at most,
sometimes less.

Anyone have any ideas how to fix this?
