Variable udev events times

Why does the "udev events" stage of booting vary so much from boot to boot? In my case, I sometimes see a low time of 1400msec to a high of 5000msec.

I've noticed some differences if some devices are connected or not (ex. USB drives, Firewire drives etc.).
