What's that panel? If it's anything but Gnome or XFCE what's the weather applet?

Xfce panel.  I use XfApplet, then I pick the clock from this.  It also got a weather with it.

Is the rounded edges of the menu a Pekwm feature or can it be done in flux too?

Yes, it can be done in flux, but imo it is a bit ugly.

I believe that's the same trick that I use.  Here's my .conkyrc (I'll assume that you only need the stuff after TEXT):
