annoying facts with mouse scroll

Hello everyone
I have some troubles with my mouse scroll: if I rotate the wheel when pointing on a tab-bar (in any program!), it switches into active the tab I'm pointing! this is really annoying when I'm writing something on a text editor and suddenly I find myself writing on the wrong page!
Moreover, when I'm pointing on the window list panel (the one usually on your lower bar, like on Microsoft Windows), if I rotate the mouse wheel, again it changes the focused window. I really can't find how to disable this feature, please help me!
(it was working this way since I installed arch, so it must depend from some system setting)

So it seems that there is nothing I can do in order to fix it...
alas, I think I will disable mouse scrolling at all...
