Im new to linux and Arch is my first linux distro.
my question is does arch linux can be function as server ( like http, ftp, smtp, ssh, samba, etc)
and if so, where can i get guide(or instruction) to setting up the server?
(looked at Wiki tab but couldnt find one)

Yes. You just need to install appropriate packages. For guides, click on the "Wiki" link, and then use the search feature to search for instance for "samba" or "ssh" or "apache", etc...

The wiki has detailed guides to install each of those services you requested, search each topic one by one.
What kind of server were you thinking of running exactly, something simple just for your home use or a production grade server?

For a small server, I think arch will work fine. It's rolling release system and lack of distro-specific patches can make it a little more difficult to maintain in my opinion, but as long as it's nothing production grade you'll be fine.
Arch is a good platform to learn linux since it really emphasizes doing everything by hand, you get to learn your system as you build it. And your end product is only what you wanted, not what the distro maintainer envisioned you wanted.
