CUPS: USB Printer has to be on at boot to print[SOLVED]

If I want to print, and the printer was not on during boot, it will not print. If I reboot, when gnome starts, the printer gets the job and prints.
This was working fine a while ago. This problem was noticed about a week ago. I run pacman -Syu daily.

At least is the printer visible when you plug it in? I mean, can you see it in gnome-printer-manager or something like that. I dont use gnome, so I do not know the exact name.

If it is a hp printer, is it available in hp-toolbox when it is switched on?

All I have in the GUI to configure printers is the CUPS web interface.

Atleast find out if dmesg spits out something related to the printer

The same story over here. Unless I boot the machine with the printer on (I can turn it on and off after I am finished booting up) I will not be able to print, or see the printer, nothing.

I am using an HP brand printer and it has always been this way for me and I run -Syu every second day. My current Arch Linux install has been on this machine for about 3-4 Months and it has always been like that with my printer.
