None of the GNOME Power Manager Settings Work After GNOME 2.22
My HP laptop used to suspend when the power was critically low, now it just cuts the power.. 
When I press the POWER button, it used to init the GDM shutdown functions, now nothing happens.... None of the settings in there seem to work... That's very annoying..

I thought that this was the problem on my laptop, but then I checked /var/log/suspend.log and it claimed that it had suspended/hibernated...
Are you using pm-utils?

There's a bug report on pm-utils and a thread in laptop Issues. Work around is to downgrade. Hopefully the bug will be fixed soon though.
