[user- etc]$ locate pkg-config
/usr/bin/pkg-config
/usr/share/man/man1/pkg-config.1.gz
[user- etc]$ man pkg-config
No manual entry for pkg-config
What is wrong with man?
It can't find man pages that do exist.
I have to do
man /usr/share/man/man1/pkg-config.1.gz
Also, when it displays it, there are a bunch of
<80><90> and <80><98> symbols all over the place.
These are displayed instead of dashes which man generates.
Anyone have any ideas?

Check in /etc to see if you have a profile.pacnew file. If you do, rename it to profile and then check for man pages again. That worked for me.

Thanks!! That did the trick.
edit: and it fixed the other problems as well!
