I want to play around with Arch on an old computer (made in 2000). It has an Intel Celeron processor running at ~533Mhz. So I was wondering if I could use Arch made for the i686 processor. Also what does i686 mean?

Celeron is based on PII, so it's i686.

Okay thanks. Now what does that even mean? Is like a generation or something?

Yeah, a generation. Read the wiki article. Or even better, this one. P6 == i686 and it started with Pentium Pro.
