GNOME eats randr settings

I have my xorg.conf set up to put a VGA monitor plugged into my laptop "below" my LVDS laptop screen.  This works fine when GDM starts, but as soon as I start a GNOME session, my external LVDS is shut off, and the resolution on the VGA monitor drops down to 1024x768.  I then have to use xrandr to restore the settings, defeating the purpose of placing the randr settings in xorg.conf at all.  Enlightenment does not do this.

As a side note, GDM starts on my VGA monitor, and both GNOME and Enlightenment put their panels there by default.  How can I set the LVDS to be the "primary" monitor?
