Weird window behavior in XFCE

When a window is closed in XFWM, the window manager shifts focus to the window below it rather than the last window to be focused. Normally this isn't a problem, since the window below *is* the last to recieve focus. However, some applications - mostly Windows ones run in Wine - have one or more windows always above another window, and that causes problems: XFWM, unlike Openbox, Metacity, and presumably many other WMs, moves focus to the raised window rather than the last focused one. I've tried enabling focus stealing prevention, and that doesn't do anything... Is there a way to make XFWM work like it should or should I just use a different window manager (or disable window manager handling of Wine'd apps)?
