Did you burn the ISO file as an image ? If you burned it as data, it will not boot.
You didn't say what was the software used, but if you use K3b or Brasero choose
the option 'Burn CD Image' or 'Burn Image'.

Nero also has an option to burn Images. As I dont have Nero, i can't point you to the
right menu option.
CD ISOs must be burned on CDs.

I seem to have come across another problem.. well not a problem... anyways
When i try to download the .iso i only get a rar with some files in it... not the actual .iso
' the reason im downloading again is because i am on another computer '

are you sure that the file you've downloaded is really a rar-archive?
there is no .rar file on the downloadmirrors either.
...afaik winrar does "occupy" .iso files in windows -> icon would be the same as on a rar file and winrar is able to look into .iso images. this could be misleading.
check the file extension twice and try opening it with an burning-program like nero, winoncd (or whatever)

Yes, a "CD iso image" can be burnt on a DVD, but it has to be burnt as a DVD image.
It works as I know it from my personal experience. Though I don't know the reason behind it
