Maybe just a gnome panel that is set to not expand, aligned at the bottom right, with one app launcher, worspace switcher and clock?

It could be anything. Almost any panel replacement can do that if configured. I don't think it is GNOME panel because the usual grabbers on the ends of the panel are not there.

It looks like docker with LAL in it, but I can't find the pager app. I've been looking for a decent GTK pager that will sit in the dock. (High expectations, I know)

I gave up on trying to get it to install correctly, so I just keep it in my ~/bin folder and launch it from there.
I figured you might want to know - since it's not in the repos.
