Where I download old versions packages for Arch?

Whether I want to downgrade the kernel26 to 2.6.25 version for example, and I deleted the packages from pacman cache, where I download this old package?

you don't, there is no outdated mirror.

You have two options, find someone willing to share.

Build your own package using svn repository.

Actually there are some places that make old packages available.  It looks like 2.6.25 kernels are here

I also remember seeing a thread somewhere here where someone was saving old packages that they would make available if you request, though I didn't find it with the minute of searching I just put in.

Actually there are some places that make old packages available.

These aren't in anyway reliable or an officlal mirror. much easier to just use makepkg and the svn repo or keep your pacman cached locally.
