Gnome panel -> bottom layer

My transparent Gnome panel obscures windows if they're moved past it, giving them a rather ugly cut-off appearance. Is there a setting in gconf to put the panel on the bottom window layer, as with pypanel? I've been looking about and damned if I can find it...
