how to make video slow motion... mencoder?

I want to convert a video to slow motion, i've heard mencoder can do that, but how? also is there another way to do this?
second, after making the video slow-motion, i want to put it on dvd, what's the best way to do this? there will be video in slow-motion and some regular movie clips.

I use -speed 1.0427 when converting film to PAL, a value <1 will do the trick. Remember that it'll affect the audio too, so no -oac copy.
