Hi!
I have a vostro notebook, with a latin keyword...
in rc.conf I have the right keymap:
keymap="la-latin1"
and kdemod 4.1
special keys works ok outside kde....
there is any way to change the keyboard layout in kde 4.1? I can not find it...

I have tried configuring the layout in the regional preferences (at first it was using the rc.conf value, la-latin1), and tested all the generic and dell keyboard models and nothing... I can not use that keys...
to send an email I have to find an AT symbol and copy/paste it

you must enable the keyboard layout changing feature in the regional preferences and select the right layout. it worked for me.
