Global Shortcuts Doesn't Persist

I'm running Kopete 0.8.3 on KDE 3.2.3 on Arch Linux and I have tried using the Global Shortcuts feature in Kopete. When I bind one command to Win+Z, it works until I close the application. When I run the application again, the binding resets to the default value.

I have run Kopete from an Xterm and did not see any errors throughout the Kopete session. Anyone have this problem or know how to fix it?
