All I know is that the WM is PekWM and the panel is xfce4-panel. Does anyone know how they managed to customize it so much? Specifically, the greyscale system tray, and the overall thin-n-lite appearance. Are the greyscale icons also possible in bmpanel or pypanel?

The grayscale icons she's using (yes, Lyrae is a female) are probably custom. The theme is Inda, the icons are Amana black.
A lot of Lyrae's stuff is ports from Windows (Most of the REALLY interesting customizing and themeing is occuring for Windows too.) . If you still use windows, check out customize.org - the heart of the windows custo'ing community (IMO, of course). Occasionally you'll find some linux themers / custo'ers like Lyrae, Fratrip, Izobalax, and myself that keep the FOSS scene over there interesting ;-)

Thanks to both of you for the info I will definitely check out that site. I use Windows in a virtual machine for coding Windows apps, some video filtering/encoding, and apps. Unfortunately, I have not an artistic bone in my body xD I love dark, elegant, minimalistic themes like that one, but I have no hope of creating something like it.
