I have tried to figure this out, too. My conclusion is that when you exit X it goes so fast that there is no time to play the logout sound.
But I have no clue how to delay the logout time from X.
I added the logout sound to startup processes and then it first played the login sound and thereafter the logout sound.

no, I did not solve it
i have only experimented, but of course a logout sound should not be placed in startup processes. I just wanted to check if gnome is capable of playing the logout sound.
My conclusion is that the shutdown from the x-window probably needs to be delayed to give the sound some time to play.
