How do I report bugs "upstream" ?

I have been using Archlinux for about a month now and I can say I am hooked. However, I am pestered by a non-critical bug concerning detection of my SiI5723 chips that prolongs reboot time by about 3 - yes 3 - minutes. I think it's a kernel bug since I have found references for it here https://bugs.launchpad.net/ubuntu/+bug/285392 and several other more obscure pages.

I have read the wiki on bugreporting and I guess this is classified as an "upstream" bug since it has to do apparently with the kernel. However, the entry of the wiki on upstream bug reporting is empty.

Anyone know where I should report this ?

upstream = the provider of the code, the guys who write the software.  In this case you should have a look in the bug tracker of the Linux kernel, it's probably reported already.  If not, report it there.

I see. Well, the only such site I've found is http://bugzilla.kernel.org/ that doesn't belong to a specific distribution that is.

I'll post it there I guess.

That's correct...The Linux kernel is not associated with one particular distribution. (Though all distributions use the Linux kernel.)
