I'm looking for a solution for when X is down. Basically I'd like something that will allow my to have multiple terminals open on the same screen. What's a good non-graphical WM? Or is there other good solutions?

dvtm is nice too. But doesn't have the same features
dtach is much simpler, and it will need some work by you
dtach -A /tmp/irssi-socket.dtach irssi
and then detach with CTRL+\
reattach with the same command (individual commands also work of course)
You can have a lot of sessions of programs open like that, but probably not what you want.
twin - I tried it once and didn't like it.

You can even use screenwm, it gives you an extended region management (i.e. vertical split, easier navigation). It's in the AUR.

What I'd like ideally would be something that I can have links up and a terminal or two that I can see at the same time. I was looking at a screen information site, and it's looking like sort of tab-like interface. Is that right?

It looks like I was wrong about screen anyway. It can do multiple terminals on screen simultaneously. I have to learn this stuff before the next time that I break X.

Screen can do so much, it's just a matter of time before it learns how to make you coffee.
Breakfast and lunch making functionality is probably going to be added into emacs (which is a nice operating system, but has a sucky text editor)
