I can't open CHM file with this app:

Thefileorfolderms-its:/home/user/SymphonyFrameWork.chm::/index.htmldoesnotexist.A: You have kio_chm installed, and because it installs itself as KIO slave for ms-its, sometime KDE uses it instead of kio_msits. To disable it, find the file chm.protocol in your KDE directory, and remove it. Then run kdeinit to reread the configuration.

Try installing xchm and see if it does the same issue...

Okular (former KPDF) can read CHM now... but mentioned xchm still does a little better job of it IMO.
You need to install an RTFM interface.
