catalyst problem

I have an MSI laptop with ATI X700 graphics. The Catalyst driver works fine unless I unplug my power adapter in which case when scrolling any document, everything becomes garbled. The only recovery is to log out of Gnome and back in. Same thing occurs when on battery power, I plug the adapter in.
My xorg.conf looks like

Section "ServerLayout"
    Identifier "Xorg Configured"
    Screen 0 "aticonfig-Screen[0]-0" 0 0
EndSection

Section "Files"

# RgbPath "/usr/share/X11/rgb"
# ModulePath "/usr/lib/xorg/modules"
    FontPath "/usr/share/fonts/misc:unscaled"
    FontPath "/usr/share/fonts/misc"
    FontPath "/usr/share/fonts/75dpi:unscaled"
    FontPath "/usr/share/fonts/75dpi"
    FontPath "/usr/share/fonts/100dpi:unscaled"
    FontPath "/usr/share/fonts/100dpi"
    FontPath "/usr/share/fonts/Type1"
EndSection

Section "Module"
EndSection

Section "Monitor"
    Identifier "aticonfig-Monitor[0]-0"
    Option "VendorName" "ATI Proprietary Driver"
    Option "ModelName" "Generic Autodetecting Monitor"
    Option "DPMS" "true"
EndSection

Section "Device"
    Identifier "aticonfig-Device[0]-0"
    Driver "fglrx"
    Option "VideoOverlay" "on"
    Option "OpenGLOverlay" "off"
    BusID "PCI:1:0:0"
EndSection

Section "Screen"
    Identifier "aticonfig-Screen[0]-0"
    Device "aticonfig-Device[0]-0"
    Monitor "aticonfig-Monitor[0]-0"
    DefaultDepth 24
    SubSection "Display"
        Viewport 0 0
        Depth 24
    EndSubSection
EndSection

Section "DRI"
    Mode 0666
EndSection

Clearly this problem lies in power management but the log files are telling me nothing.
Any thoughts of where to look? Fortunately, the machine works fine with the open source ATI driver. However, I have noticed in the past that for many 3d graphics apps, the proprietary driver is faster.
