installer's pacman.conf settings

Hi

I'm installing Archlinux through a network that doesn't allow me to set a passive FTP connection to repositories.
I need to use the "NoPassiveFtp" option in pacman.conf, it works on live CD mode when I edit /etc/pacman.conf and manually run pacman -Sy.
But when installing, at the moment the installer synchronizes, it writes a new pacman.conf to /tmp/, with no option. If I edit it, it will lose changes when I select "select packages" again.
I tried to chmod a-w /tmp/pacman.conf... no effect, I need to find a solution in order to keep this "NoPassiveFtp" option in here...
