I tried to make one but without any luck. The only frontend I found was XGngeo and apparently there are a few problems with its python code.

Ok, I found a java-based frontend, GGF:
pkgname=ggf
pkgver=0.4
pkgrel=1
pkgdesc="A java-based frontend to the NeoGeo emulator Gngeo."
url="http://gngeofrontend.sourceforge.net"
license="GPL"
depends=('j2re' 'gngeo')
_download=http://belnet.dl.sourceforge.net/sourceforge/gngeofrontend
source=($_download/$pkgname_v$pkgver.jar $_download/images.tgz $_download/roms-info.tgz)
md5sums=('1e23661c3352d7cc73beabf20dbc0dd4' '134edb5e313ac4af37df2ed18e6380b9'
'fccd1d161cb653f8847e0eb8f946e44a')
build() {
mkdir -p $startdir/pkg/usr/share/ggf
cd $startdir/pkg/usr/share/ggf
cp $startdir/src/$pkgname_v$pkgver.jar .
tar xzf $startdir/src/images.tgz
tar xzf $startdir/src/roms-info.tgz
mkdir -p $startdir/pkg/usr/bin
cd $startdir/pkg/usr/bin
echo $'#!/bin/bashnn' >./ggf
echo $'cd /usr/share/ggfn' >>./ggf
echo "java -jar ggf_v$pkgver.jar" >>./ggf
chmod 755 ggf
}
Enjoy.
