Hi!
I have found some similar post but couldn't find any specific suggestions or solutions on this....
Since a couple of days the scrolling don't work and it seems much slower to move the mousepointer across the screen.
I had it all running after the introduction of the hotplugging/hal-Xorg-thingy and "moved" all settings to /etc/hal/fdi/policy/11-x11-synaptics.fdi and removed the settings from /etc/X11/xorg.conf.
I think this problem apperaed after the latest upgrade xf86-input-synaptics (to 0.99.3-1).
Unfortunetly I didn't have time to look into it directly and other issues got in between and in this process I have removed my pacman-logs and package cache so I have a hard time to check exactly what happened and go back and test previous version.
At this point I have removed all settings except:

Of course you always remember something just after posting:
I added <merge key="input.x11_options.SpecialScrollAreaRight" type="string">true</merge> and double check the name-matching in hal...
But forgot to restart hal
DOH! embarrased!
Now I can at least start troubleshoot as I see some kind of reaction and the scrolling works now I just have to properly configure the scrolling
