Is there a way to make an openbox theme with rounded corners?

As far as I know, there isn't. But have you checked out PekWM ?

I installed PekWM a while back, but I don't think I cared for it. Maybe I''ll check it out again.

You could also try FVWM.
I think you need to apply a patch for rounded corners, but you can installed fvwm-patched package from the archlinuxfr repo, which includes that, and other neat paches.

Metacity supports rounded corners. I don't really know what use that'd be outside of using gnome, or pulling the gnome deps for the control center and such.
Metacity doesn't have a right-click root menu, which I believe is something the OP wants

If you want to try Fvwm, I suggest Fvwm-patched package from archlinux.fr.
It contain a set of patch and funny feature.

FVWM is for goblin tinkers. Pekwm is more like the simplicity of OB.
Edit: typo.

Although I don't use it, fluxbox also has rounded corners.
