[fixed] German Umlauts are broken on an external disk

Hi!
I am having the problem that the german Umlauts (üäöß) are broken on my external hard drive.
That's for example the folder "Hörbücher" -> "Hörbücher" or "Herbert Grönemeyer" -> "Herbert Grönemeyer"

I had this problem before (when i switched on SuSE from KDE3 to KDE4), the solution back then was to convert all filenames on the disk to UTF-8 (they were ISO-8859-1 before).
Problem now is: They already are, still the names are broke (after i installed Arch but keeping KDE4).

When i try to convert the files with

convmv -f ISO-8859-1 -t UTF-8 -r /media/disk/*

I get back:

Skipping, already UTF-8: /media/disk/videos/musikvideos/Hannes_Wader___Viel_zu_schade_für_mich1972.flv

Which is logical, because the already ARE UTF-8.
So - how can i repair the filenames now?

When i start convmv it says this:

The part of my rc.conf concerning my locale is this:

LOCALE="de_DE.utf8"

TIMEZONE="Europe/Berlin"

CONSOLEFONT=
CONSOLEMAP=
USECOLOR="yes"

I had a similar problem once... so the first thing, that came into my mind is, maybe you could mount the external harddrive with specific options for mount:

For example:

mount -o iocharset=utf8 ...

Another thing: K3B shows me this:

System locale charset is ANSI_X3.4-1968
Your system's locale charset (i.e. the charset used to encode filenames) is set to ANSI_X3.4-1968. It is highly unlikely that this has been done intentionally. Most likely the locale is not set at all. An invalid setting will result in problems when creating data projects.
Solution: To properly set the locale charset make sure the LC_* environment variables are set. Normally the distribution setup tools take care of this.

Same question as SamC: what file system is it ?

And what is the out put of:

echo $LANG
set | grep LC_

Dis you uncomment the "de_DE.UTF-8 UTF-8" line in /etc/locale.gen and run the command "locale" afterwards ?

Thanks for your answer.
First, this is the output:

$ echo $LANG
de_DE.utf8
$ set | grep LC_
LC_COLLATE=C
$

And - yes, the lines were (actually all lines were...) commented out, i must have forgotten this when i set up the machine
I just changed it and ran locale-gen and will now restart - let's see...
@filesystem: Sorry, i just didn't see that, i was quite tired when i posted my second post wink
It's ext3
