this problem occured a month ago, rarely at first, and now i often need to start X tens of times before alt gr works.
i'm using x.org 1.4.2. xinit says that xkbcomp complains about <RALT> having two symbols, and he ignores extra symbols because it's ONE_LEVEL. changing it to TWO_LEVEL in /usr/share/xkb/symbols/level3 didn't help in any way. since i really need to use alt gr to type \|[]{}@ (i'm programming most of the time, using croatian(hr) layout), this is really really annoying.
i tried with xmodmap -pke > .xmodmaprc, before realizing that xmodmap works on a higher level and cannot solve it. what's really confusing is that this sometimes happens randomly when X is already running. the alt gr key just stops working. even more strangely, altgr+f, followed by altgr+<something> works.
i'm both profoundly confused and pissed off.

oh yeah.
did a "pacman -Syu" today, hoping that getting the latest x.org and stuff would help me fix this annoying problem.
alt gr is working. perfectly. so far.
on the other hand, pretty much everything else is fucked up.
i spent an hour trying to get X to start at all. i had to use xorg.conf from my old debian installation to fix the mess hwd made. "intel 82915G/GV/910GL"
urxvt needs three seconds to blit the background image (pseudotransparency). window drawing is sluggish.
suddenly my wlan connection doesn't work after boot, so i need to manually restart it (ifconfig, iwconfig and dhcpcd).
please, help me...

regarding altgr, i changed
modifier_map Mod5 { ISO_Level3_Shift };
to
modifier_map Mod5 { <RALT> };
in /usr/share/X11/xkb/symbols/level3
and it works.
