how to submit patches upstream

i'd like to submit a patch (see below) for the rt2870 driver, located at http://www.ralinktech.com/ralink/Home/S … Linux.html .
however i can't find a way to submit the patch.. what's the usual way to do this?

this patch adds support for the belkin F5D8053 N Wireless USB Adapter
