Just one idea...

Why not create a dvd image with a mirror of all pakcages?

Ready for offline install... it would be great...

Because an hour after the image was built it would be out of date.  It's pointless to do this sort of thing in a rolling release distro because any image you use to install leaves you needing to do a full system update once the install is done (ftp install not included because packages are downloaded during the install).

But ofcourse you could do it yourself, create your own iso with more packages than default.
Check pacman -Sw (w == for download only) and check /var/cache/pacman/pkg smile

Notwithstanding rson451's opinion (with which I agree btw), anyone is free to create such a DVD and distribute it, subject to the usual license and copyright requirements. We will not, however, provide one officially, as it would not be compatible with Arch's overall approach.
