It doesn't resume when I close the lid, but it does through KDE menu, however it does not lock the screen. My relevant settings are:
System Settings -> Advanced -> Power Management -> General Settings
"Lock screen on resume" enabled
"Let PowerDevil manage screen powersaving" enabled
System Settings -> Power Management -> Edit Profiles
"When laptop lid closed" = suspend to RAM
System Settings -> Advanced -> Service Manager
"PowerDevil" is running
How can I make it resume when the lid is closed and lock the screen? Meanwhile I'll try through acpi actions instead of KDE itself.

I think I found the reason:
# cat /proc/acpi/button/lid/LID/state
state: closedOnce it was opened and it did suspend and lock the screen.
Now the problem is to solve the closed state when the lid is opened.
