vsftpd: Setting up SSL and user-specific settings

Hi,

I have 2 things I'm trying to setup vsftpd with. I want it to be secure (encrypted) via SSL. The wiki article doesn't really describe how to set this up. Also, I need very detailed control over user-specific settings. For example, for user Foo, I may want them to have access to the following directories:

/home/foo
/mnt/foodrive

and for user Bar, I want to specify a completely different set of directories he may have access to through FTP:

/home/bar
/var/barlogs
/tmp/tempstuff

Any way to have this much control?
