I am able to tab complete in Terminal (Xfce) without adding the entry into .bashrc, or .bash_profile...

guess if you enabled bash_completion as well it works without this entry

Bash programmable completion was never explicitly sourced, nor do I have a ~/.bash_completion file created, or source entry in ~/.bash_profile, or ~/.bashrc. Perhaps completion is enabled by default these days...

Same thing with sudo tab completion. Any additional comments on this? I would like to add a deprecated tag to associated entries in the Wiki, but at what point did this occur? Have to consider those who have built a stable system and avoid -Syu and maintain their systems manually.

I don't have tab completion with sudo unless I specify "complete -cf sudo". Would you care to try another terminal (XTerm, URxvt) to see if this is a Terminal-specific setting?
Also make sure you haven't set it in your system-wide configs (/etc/profile, /etc/profile.bash, /etc/profile.d/*).
