After kernel upgrade to 2.6.28 I can't wake up my laptop from "suspend to ram". The HDD starts work, screen turns on, but it is empty. I can't do anything - change console, kill x. I have to make hard reset.

I have about the same problem. It will suspend, but something causes a kernel panic right before the machine turns off (or sometimes, it will panic before it gets a chance to turn off). Sometimes, however, I might get lucky, and it will suspend and wake up with no problem. I don't get a chance to see what the panic is, because the screen is blanked.
EDIT: The new HAL in [testing] appears to have fixed this.

Not for me. Laptop (Thinkpad X60, Intel GMA 945) does not wake up from sleep, I need to hard reset.

Does /var/log/pm-suspend.log offer any clues?

No, all applicable actions are reported as successfully performed. The last entry is "performing suspend".
And /var/log/messages.log and kernel.log do not contain anything interesting at all.
It worked with 2.6.27

I just tried 2.6.29-rc3 and suspend to ram works perfectly.
Edit: Here is Linus's announcement of rc3, talking about suspend/resume fixes: http://lkml.org/lkml/2009/1/28/277

I made kernel and pm-utils update - still the same problem.

What does that mean? Are you using 2.6.29? If yes, please file a bug report. Linus explicitly asked for suspend bug reports for the 2.6.29 kernel.
