bluetooth doesn't appear to be active

Hello!
After system update, bluetooth doesn't work.Or it is a issue with the bluez.Here is some useful output:

[root@ice ~]# hciconfig hci0

The problem is when i use bleutooth-wizard, the wizard can't find my device and i can't configure it.So where is the problem and how can i fix it?
