Do you have the wrong layout just when kde is running? have you tried changing the layout in system settings > regional & language > keyboard layout

No everything is right.I have evdev managed keyboard selected and USA and Greek keyboard layouts with layouts enabled. At switching options I have selected Alt+Shift. When I press Alt+Shift, layout changes but the flag remains the same.If I press the alternative layout shortcut, it changes the flag an the layout normally...Only when I press Alt+Shift it does not change the flag...It's not that big problem but it's a bit annoying.

I have the same problem after upgrading to 4.2.1. When I disable the layout switcher the layouts still changes. I have evdev managed keyboard and USA and Russian layouts enabled. But this is a BIG problem because Alt-Shift changes the layout globally on workspace, not only at one window. Does anybody know how to fix this?

Also, if I try to create a new folder via folder view plasmoid, alt+shift won't change the flag nor the layout...(As I said, using alt+shift changes the layout globally but not the flag)...If I try to create a new folder via dolphin, the layout changes and I can write greek folder names, but the flag remains the same...I don't know how else can I explain that problem...

It seems that there is a conflict between HAL and KDE layout switcher. New versions of xorg-server use HAL to detect the keyboard and mice. I think we need to check the HAL rules. I will try to do this today later and report about the results here.

Hi. Sorry for late reply.
I was not right at all, it seems that the problem is in the new version of packet libxi. Here http://archlinux.org.ru/forum/viewtopic.php?f=11&t=1368 there was reports that kxkb works fine you reverse to the older version of the packet - libxi-1.1.4-1. Try to find it in you pacman's cache directory. There are some suggestions too: http://bbs.archlinux.org/viewtopic.php?id=65483
