I think that's a Gnome desktop, so the panel would be Gnome panel.

Trying Kdemod 4.2.63 (4.3) with Qt 4.5, for now it works good but I still prefer Gnome or Xfce.

Back to my old clean and useful EvilWM smile
I hacked it a bit (will post later in the community contributions): added a -menu option to run any menu you want  at the push of a key (using dmenu over here)
