have you tried any other fonts? is sub-pixel-hinting activated?
e: but this looks really like a qt issue... can't reproduce it here though..

Just go to kde settings and set toolbar fonts bigger.

i had the same problem when i forced font dpi to 96.
try to disable it.

Looks like the icons are on top of the font or their not rendering transparent and letting fonts show through.

What happens if you choose "Icons only" and then went back to to "text below icons"?

Trying to sort out a possible icons overlapping issue:

Edit: karoshi was 3 minutes quicker than me.
Just try all display possibilities.
I think you did try already, but does a general font change alter anything?
