Middle mouse button scroll function?

I'm wondering how I can get this done.
Scrolling up and down with the middle mouse button works fine, but I want to be able to press it down so i can scroll fast up and down.
Where do I set this up? And what is this function called? Its not the same as scrolling?

Is this for firefox? In all applications? In firefox, there are some about:config settings that can be used to enable this, namely general.autoScroll.
